will the dell optiplex 390 stock cooler be good and enough for me to game on it . and will the heat be normal in this case ? the main game i will be playing is PUBG Mobile On PC Emulator Gameloop + Few Other Games .

Try it and see how you do.
The processor will monitor it's temperature and will slow down or shut off if it detects a dangerous temperature.
That is about 100c.
HWmonitor or such can record temperatures.
