Solution
it's best to buy whole Dell or HP computers. They use proprietary connectors/cables in various places and can be a PITA to work with.
I would suggest going to userbenchmark.com and see what each system can do.

If you're looking for a budget gaming machine the Dell Precision T3500 can be a good place to start.

Solution
Agreed. Plenty of models from Dell though that are very close to ATX standard. Usually the ones targeted at consumers. The ones for businesses generally have the proprietary boards and connectors. Dell does like its proprietary (sort of) CPU socket/backplate combo. Makes installing after market CPU coolers complicated but not impossible.

I agree, buying the whole system can work. Just make sure the motherboard is at least a standard form factor. Most OEM cases might have trouble fitting an R9-390X so you'll probably have to transplant it into yours.

Post back here if you run into problems. I've wired a Dell fairly recently, and there are lots of resources out there for re-wiring the proprietary stuff.
