I got an i5 2500 running at 3.3Ghz but it has Intel Turbo which supposed to kick it up to 3.7Ghz when then the power is needed, I'm using CPU-Z to see the clocks and it's always at 3391.91Mhz and never close to thr 3.7Ghz, my temps are fine, always running max 50C, I also have the Turbo feature turned on in BIOS but still the turbo nevers turns on, even when benchmarking.

Solution
Your CPU will not turbo to 3.7ghz on all 4 cores.

http://www.intel.com/content/www/us/en/support/processors/000005647.html

According to the table:
1 core - 3.7ghz
2 cores - 3.6ghz
3 cores - 3.5ghz
4 cores - 3.4ghz

So, your 3391mhz is the correct turbo frequency for loading all 4 cores.

EDIT: And the reason you're not seeing a round number is likely that you have spread spectrum enabled, which varies base clock slightly to improve stability in some environments. If you disable it, your 3391 will likely be closer to (but still not exactly) 3400.

I have checked it multiple times, even tried disabling it and re-enabling

That makes more sense, I just Googled Intel Turbo Boost Monitor because I know there used to be one and it turned out it used to support up to 3rd gen processors before it was discontinuation so I downloaded the monitor from a 3rd party website and it does show 3.40Ghz on it and sometimes jumps up to 3.50Ghz aswell. Thanks for help
