i5 3470 and GTX 1080

Hey im running Gtx 1080 and i5 3470. Im afraid its bottlenecking my GPU.
The cpu runs at 100% and GPU at 31% under gaming load. When i play games at the begging of a match the frame rate is about 5 for first 10 second and then i loads to 60fps.

i play on 1080p and bearly get 60fps on ultra. but when i play the same game at 4k i get 55fps on ultra. Whats happening

At 1080p your gpu is able to process a lot of fps and the cpu is actually too slow to process enough data to the gtx 1080.
At 4k the games get more gpu demanding so the gtx 1080 will have a much harder time to get more fps, but for the cpu nothing changes since the gpu has to do the videorendering etc, hope you get what I mean.

But if you feel like your cpu is...
Your CPU is totaly bottlenecking that 1080, think of it like this you're putting nvidia's new high end flagship card made in 2016 with a mid range intel cpu that is 4 years older than the gpu, I recommend upgrading to a i5 or i7 skylake cpu (which means you are going to have to get a new motherboard and ram, which will cost alot) or a cheaper option is that you could get an i5/i7 devil's canyon which means you would only need to upgrade the motherboard aswell.
 
Is that a 60hz 1080P monitor? If so, then a GTX 1080 is complete and total overkill. Upgrade the CPU if you like, but it's not really going to make much difference because you can't benefit from more than 60fps anyway. I'd be looking at a monitor upgrade first. The CPU isn't the best but it's not too bad at all. Get a decent 1440P or 4K GSync Display (I'd go an ultra widescreen 3440x1440P display myself) and you should be able to actually make your GTX 1080 work a little.

But if you feel like your cpu is bottlenecking, try to get a i7 3770(k) then there shouldn't be any cpu bottlenecking anymore.

You would get even more fps if you buy a i7 6700(k) for example, but I personally don't think it's worth the money if you can get a good i7 3770 for cheaper.
