can i get 60+ fps in pubg with this system?

cpu : i5-3470 3.20 GHz
gpu : RX 470 4GB
ram : 8GB

If you play around with settings, I'd expect a near 60FPS experience a lot of the time.
As the action heats up, you'll see dips no doubt.... but I'd expect >40FPS most of the time, averaging 60FPS or a little higher at high(ish) settings.

Your 8GB of RAM could be a concern at high/Ultra settings. I've seen reports of 1080p/Ultra using a little more than 8GB itself!

I was playing around with a gtx 1050 ti and ryzen 7 1700 and 16gb ram, I put setting on ultra and was getting 60fps all time. You could play at least medium settings with that rx 570 and that I5 you have.
