[SOLVED] i5 3470 locking to 1.59 ghz

My pc was running healthy , no problem until it bsod while i was editing in premier pro after that always bsoding while playing games,some time cannot open pc at all it oges into restart loop,but its not hard disk since bought a new ssd today and installed fresh windows .

The things i noted while running csgo and other load intensive task seeing afterburner live usage i saw csgo i get normal fps 200-300 while my cpu clock is at 3.2-36ghz its base to turbo clock but 1-2 min pass into game cpu clocks down to 1.59 ghz constant and power draw jumps from 30 w to lesss than 10 w (no thermal throttle since cpu is always below 60 degrees fan running always full speed.right now fps in csgo is 40-60 with my i5 3470 locked to 1.59 ghz.i used intels cpu diagnostic utility and stress tested ma cpu runs for some time at normal ghz at then shows thermal throttle although the temperature was like 54-61 degree celsius and cpu down clocked to 1.59 an stuck at it.opening taskbar also shows cpu usage chart straight horizontal line stuck at 50% usage.Running games like metro exodus makes system bsod like after quiting the game and stuff randomly.

usual bsod error are memeory page error windows kernel power error etc

Motherboard or CPU going out seems like. Could be the power supply, but this seems more serious.

Possibly try re-seating the CPU in the socket.

Beyond that I would consider a new motherboard and CPU. To keep the memory you could opt for a 4th generation Intel CPU and board. You can pick up i7-4770 based desktops for around $250 pretty regularly, if you don't want to go straight to buying a used i7-4790k and a Z97 board.

Or you can look at the recent Ryzen launch, R5-3600 would more than replace an i5-3470. Even the 2600, which has been on a fire sale lately, would be a good replacement.
