I5 3470 stuttering while gaming, time to upgrade?

Hey guys! Muy current MoBo and CPU is a ASrock H61M-VG3 with an I5 3470. I play games such as The Division, Shadows of Mordor, GTA 5 and The Witcher 3, and I've been noticing frame drops more often as of late, added to the fact that if I even attempt to open another program while playing these games my PC slows down by quite a lot. Task manager shows CPU @100% usage, while neither my R9 390 nor my 8 GB ram ddr3 go any higher than 60-80% usage, which leads me to believe the CPU is being forced too much. I have a 250 GB ssd and 1 tb HDD @7200 rpm, so the only conclusion I draw is my CPU.

This leads me to the question in hand, I currently have about 3000 Argentinian Pesos (about 200U$D), and a friend willing to buy my CPU+RAM+MoBo for 4000 Pesos (around 250U$D), and another 2000 Pesos (125U$D) from selling an old system I had, netting 9000 Pesos (575U$D), which is about enough to buy a Skylake combo I was offered, which is I5 6500 with a Asus Z170A motherboard and (x2) 4gb ddr4 ram modules. 

Is the inversion worth it? Is there another setup you recommend for around that price? Thanks!
 
Solution
If you're going for SLI or RAID, then ASUS Z170 is your choice, else, B150 Gaming M3 will do the job fine.

@lucas_7_94 I was in Galeria Jardin all day today, and found alot of sellers who would offer discount prices on all 3 products (CPU mobo and ram). Should I get that Z170 mono or get a b150? Thanks!
