i5 4440, it is newer than ivy bridge and despite it's lower clock speed the haswell architecture has a 10% IPC increase so it will be pretty much equal in performance to i5 3470.

You can also use Z97 motherboards with i5 4440 which have future support for Broadwell CPUs.

i5-4590:
This CPU costs about the same and Turbo's to 3.7GHz whereas the i5-4440 goes to 3.3GHz.

I wouldn't bother with a Z97 board for a budget build since you're unlikely to replace the CPU.
