There are some options that takes lots of FPS.In your case i would turn everything down in Advanced Graphic Options.
OC CPU will get you better FPS.
You can monitor your CPU and GPU usage with MSI Afterburner and RivaTuner Statistics Server(they come together when you install it).

but for example when i play gta 5 i get around 40-60 fps. I have seen on youtube that they have got 70-90 fps
