[SOLVED] I5-3570 speed caps at 3.59ghz

When im gaming my cpu speed caps at 3.59, like it can't even get to 3.61 or 3.60ghz.
And i tried to use stress cpu program, still 3.59, so wtff?? pleases helpp, and i use ultimate performance.
i5-3570 3.40ghz cpu

I'm pretty sure the max four cores Turbo Boost is 3.6ghz. 3.8Ghz is for one core. 3.6Ghz would not be exact and Windows rounds down. Like how a 60Hz monitor shows up as 59hz. If the CPU is at 3.599999999Ghz. It'll be shown as 3.59Ghz not 3.6Ghz.
