I would like to upgrade my gtx 970 to something like a gtx 1080 because the 1070 is almost the same price as the gtx 1080 in Canada. I would like to know if this is a good pair or to upgrade something else. the cpu is oc to 4.1 and 1600mhz 14 gb ram

A 970 is still pretty good. IMO, I would upgrade your CPU motherboard and,RAM.

Don't be disuaded by the 2.8 of the 8400. It,will stay between 3.8 and,4.0 depending on how many cores you are using.

What’s your aim? If higher FPS then you need to look at current cpu usage as it’s possible you are already limited by your cpu or little extra performance available. This would mean a gpu upgrade gives little to no benefit.

If you want higher game settings or resolution with similar FPS then you should have no problem.

I would like higher fps, i don't want the 8400 because i would rather spend it on the 8600k. But at the same time the ryzen 5 2600 looks appealing but not for gaming. what is some cheap ram that is still good for an i5 8600k?
