Question i5 3rd Gen 16GB DDR3 RAM vs i5 th Gen 8 GB DDR4 RAM

I own an IT company and want to build a budget PC for my developers. I looked up at different variants and liked the following two:

i5 3470 3.2GHZ + 16GB DDR3 RAM + Nvidia 710 Graphics with 2GB RAM + 1.0 TB Hard Disk

i5 7400 3.0Ghz + 8 GB DDR4 RAM + 120 GB SSD + 1.0 TB Hard Disk

PC will be used by developers running Linux, Apache, MySQL/PosGres, NodeJS, Php, Python, Sublime Text/PhpStorm/Visual Studio etc., on Ubuntu 18.04

Won't be running VMs or CUDA.

Not sure which one will perform better. Any help would be appreciated. Thanks.

Neither. The 3470 is several years out of date, and the 7400 lacks many things.
The i5-7400 with 16GB RAM, 250GB SSD, 1 or 2 TB HDD.

Also, ask them for their suggestions.

an i3-8300 ($137 on Amazon) is $20-$30 less expensive than an i5-7400...if ordering new parts....

An i5-8400 (6c/6t) is but $189, $9 more than a new i5-7400...

And last, but not least, the R5-2400G is only $136...
