I can save money and its cheap(the lga 1155 mobo)

if ur upgrading from the 3rd gen to the 4th gen
no, dont do it.

if ur buying a new computer and deciding on which one to get, either ivy bridge or haswell,
go with the haswell/4th gen.

As far as I know, there is no cpu numbered i5-3540.
You might be thinking of a i5-3450 , a $190 cpu with a passmark rating of 6546.

A more modern haswell priced in the same range might be a i5-4590 with a passmark rating of 7297.
The accompanying H97/Z97 chipset motherboards are superior and cost about the same.
They also offer future upgradeability to broadwell.

On a new build, I would always go with newer tech.

As to your build for gaming, I might guess about a $450 budget for cpu and graphics card.

You will game better with a stronger graphics card like a GTX760 or R9-280X along with a less expensive haswell intel quad.
In June, you may well have a superior option in the Pentium K anniversary edition cpu.

if thers a board you like and can still get it why not ? ib or haswell about the same but if you can save over haswell it should be just as good. when I was shoping around I looked at the older ib but the boards I would want were not for sale anymore so I just went haswell.. bit if I could of got the board I wanted for the ib it may have been what I'm running now.. so good luck I think you will be fine either way .
