What is cpu usage at 1080p? If any core is near 100% at 1080p then lowering the resolution wont get you any more FPS.

No he is asking for cpu usage on each core measured as a percentage. A program like MSIAfterburner can monitor this for you.

I agree it seems likely 1 or more cpu cores is maxing out and this will determine your maximum FPS regardless of resolution.

Ok in those shots you are not maxing out any cpu cores so there may be something else. Are you running V-Sync and 144Hz monitor?
