I've got a i5 4460 for a while and I decided to stream, so I'm wondering if this i5 is capable of doing this task.
on side note I've got 8gb Ram, Gtx 750 ti (putting them here so it can be easier to decide),thanks.

It depends what you're doing. If you're streaming less demanding games, like League, CS:GO or Starcraft 2 you'll be completely fine. However, if you're streaming more demanding titles, your CPU will most likely be under higher load, meaning that it will struggle to output both video and consistent frame rates.
To be honest, even if it isn't enough, I wouldn't recommend upgrading anything with that lot until you have enough to build a new rig with the exception of maybe the storage, case or PSU if they are reusable.

You'll be perfectly fine until Kaby Lake comes out later this year, at which point I suggest making a forum post with your budget, so people can put together a build for you. :)

That version of the Xeon doesn't have the additional threads needed for streaming.

The OP will want to get the Intel Xeon E3-1231 V3 3.4GHz.
