i5-4460 multiplier (1 core - 4 core)

I understand i5-4460 turbos to 3.4G, when using 1-2 core, 3.3G when using 3 core, 3.2G when using 4 core.

I know that these CPU are multiplier limited (and i'm not interested in touching the BCLK)

Just in case, i'm wondering whether these CPU allow us to

1) use a lower multiplier than above (for whatever reason such as temps etc)

2) allows me to adjust the multiplier so that even when using 4 core, i can turbo upto 3.4G, like when using 1 core

If you have a motherboard that allows you to adjust the multi, you can lower it. If your motherboard has multi core enhancement(MCE) it will set all cores to the max turbo speed.
