I built a computer about a year ago but was on a super tight budget when I did. It has an i3 4170 and a gtx 950 as the the CPU and gpu. I can buy a i5 4460 for 150 locally. Or I would have to buy a new motherboard, processor and ram if i were to upgrade to the other is there a significant performance different between the 2 to warrant the extra money or would it be wise to just stick with a 4460 I do plan on upgrading the video card to a gtx 1070 a couple months down the road. Thanks in advance

Both CPU's (4460 and 6400) are excellent for gaming. You really won't see a difference in games besides a few FPS at most. The advantage to going with Skylake is the 1151 platform has an upgrade path. Kaby Lake and Cannon Lake will use the 1151 socket along with DDR4. You could also sell your old hardware to off-set some of the costs. But, budget-wise you'll be better off with keeping your current hardware if you don't feel like spending more than $150.
