I currently have a gtx 760, and im having troubles running certain games, such as fallout (which i know already has troubles by itself), and im wondering if I should be able to run any game 60 frames, 1080p with a gtx 970 with my current processor. I searched online and the i5 4570 is supposedly alright, and if I upgrade I shouldn't have any problems in any other games, is this true?

While it isn't going to guarantee you 60 FPS in any game in 1080p, it will be a lot better than what you currently have. For Fallout 4, you will be getting well over 60 FPS averages in 1080p with ultra detail (link). Most reviews are clocking a GTX 970 at just over 80 FPS in 1080p ultra on FO4. For some of the more demanding games...

For some of the more demanding games, you might have to tweak the settings a little lower to get a consistent 60 FPS.
