I5 4570 + CM hyper 212x, Asus H87 Plus mobo, Corsair carbine spec 01 case, Corsair vengeance 8Gb & Corsair RM 650 Modular, Dell S2340L

Now, with the above config which is the best value for money GPU to play games without causing any bottlenecking.

NVIDIA GPU preferred.
Please give value for money options.

For playing those particular games, there is no point in buying a very high-end GPU. The GTX 1660 Ti should be more than enough, in my opinion. Or you can also get the non-Ti variant.
For 1080p/60Hz Gaming ? Maybe get the RX 5700, or the GTX 1660 Ti ? Or, if you want more performance, then there are other options like RTX 2060 SUPER, RX 5700 XT. Bottlenecking is a misleading term.

Any GPU will work on that system, at least on a minimum level. It depends how much performance you want from your system, when you play games.
 
I had R9 280X 3gb HOWEVER due to artifacts issue i had to let go. 1080p gaming. i mostly play dota 2. CS : GO @ 1080 with max frame rate. so please suggest accordingly.
dont want to spend a whole lot of money on GPU as i am giving this OLD rig to my cousin so need a GPU which plays dota 2 / CS GO / recent games at 1080p settings 60fps,
