i5 4570 Getting Hot

Before you read this, I want you guys to know that I DON'T OVERCLOCK.
I have an i5 4570 CPU running at around 35-40 Degrees Celsius when idle, I'm not sure if this is good, but when I play games such as CS:GO it goes up to 70-80 Degrees Celsius, which isn't good, Intel said the i5 4570 should run under 71.74 Degrees Celsius. I'm using an i3 2100 CPU Stock Fan, since my i5 4570 is a 2nd hand, the fan is running at around 1300 RPM, I can still crank up the speed, but I'm not sure if it's safe, what should I do to make this cooler?, should I crank up the speed of the CPU Cooler?

CPU: i5 4570
CPU Cooler: Intel i3 2100 Stock Fan
Thermal Compound: Cryorig MP5

Idle temps are fine, but go for cooler of copper/alu combo or something better like hyper 212 evo

I don't think I have time to buy a new cooler right now., but I will if I have time. Will cranking up the the i3 2100 Stock Fan temporarily help?

If you want your computer to sound like a jet engine yeah. Yes It will be ideal for now though. Save up some money and get yourself a decent cooler. You can get them for as little as £15.
