i5 4570 vs i5 6400/6500

I can buy a Haswell LGA 1150 - Dell T1700 system with i5-4570 @ 3.2GHz and 8GB DDR3 ram with W7 o/s for $385.

or DIY a Skylake i5-6400 ($255) + B150 ($115) + DDR4 ($50) without o/s ($100). Total $515

Are the CPU's about the same?

Replacing this, 2008 HP Pavilion with AMD Athlon X2 5050e 2.6GHz and 4GB DDR2

Usage: 20 internet pages open, non flash, world of tanks online multi-player game. Already got these to swap out: GTX-650 GPU, 120GB SSD HD, EVGA 600B PSU (Bronze).

I would take the Dell IF it is the full tower because then it does have an ATX PSU so you can swap it out.

If not then don't do it, you can't swap in a PSU, and a GPU won't fit.

That said also, don't buy the i5-6400. Its a low power quad core processor really made for basic workstations, not for gaming at all. The i5-6500 is significantly faster, get that instead.

Thing is the ad does not say, while most other ads do say what size the computer.
Here is a quote from Dell Spec Website - "The Dell Precision T1700 is available in two sizes, a compact mini tower or small form factor (SFF) design."
No real clues in the ad, says it has 2TB hd, 8 GB DDR3, GPU/VGA Type Intel HD Graphics 4600, Optical Drive DVDRW. I will cross reference spec sheet.
Will have to message the seller.
If it does come in SFF, I can buy a used ATX for $5-$10. Swap in my mediocre EVGA 600B PSU to use my GTX 650.


 
There actually a reason for the i/o shield? I usually put them in the computer I build for others as they look more "complete" but never have used one on any computer of my own as it makes blindly plugging stuff in the back more difficult usually. Does it serve an actual purpose
 


Other than keeping dust out not really, also to avoid anything accidentally going in that opening and touching the board.
 
I just did a live chat with the major online retailer, thought it would be by email, but it was live chat. I gave them the website and title. At first they were "Its a desktop" well to me a SFF or Mini Tower are both desktops. So that seemed odd. Then I asked if it was a Tower, then quickly added Mini Tower to be specific and they said it would be.

I will buy the unit.

So its the Haswell (2013) "Tock"="New" 22nm LGA 1150 DDR3 with 4 DIMM's, USB 3.0.... but like you guys said Dell is proprietary in its form factor for the case/mounts. Good news is it looks like the i5-4570 has 3.6GHz Max Turbo Freq so thats automatic if it needs it from its normal 3.2GHz. 6MB Smart Cache. 4 cores and 4 threads. 84W TDP. 32 GB Memory Types DDR3-1333/1600, DDR3L-1333/1600 @ 1.5V - Low Voltage ram is the L.

This seems to be a chipset 226, which is a work station / server platform.
