i5-4590 + CM seidon 120v plus normal idle temprature

Guys i need to ask, here is my first build :
Intel i5-4590 (standard clock) + CM seidon 120v plus with thermal paste Noctua NT-H1 pea sized,
Mobo MSI H97 Gaming 3 with 4gig single stick,

i'm using CM seidon 120v to cooling my CPU, but i noticed in bios in every first start the temprature is 38-40 deg C, and in the desktop using realtemp in idle core0 showing = 37 - 40 deg C, with the core3 = 29-31 deg C, i run the prime95 and got the result at full load core0 max at 67 deg C, is this normal? i expecting using AIO WC i will got a low temprature in idle and full throtled, also i put 4 pin PWM to CPU_FAN1, 3 pin Pump to SYS_FAN1, do i need to recheck the thermal grease?, because i alredy repasting and got same result,
any suggestion?
