I5-4590 + GTX 1070 = FPS Drop in CS GO

I usually play games such as Team Fortress 2, CSGO, Gears of War 4; Primarily I have been playing CSGO with this rig, and originally i have gotten 300 FPS~, but recently dropped to 150 to even below 100. This has been an ongoing issue as well with other games that used to get 200+ FPS.

Any help would be nice.

RAM: 16 GB (G-Skill Ares DDR3 1600MHz CL 10
PSU: Corsair CS Modular - 650W
Operating System & Version: Windows 10 Home 64 BIT
GPU Drivers: 376.33 upgraded

I would run a process monitor in the back ground to see what else is "hogging the memory, such as a scanning happening or something..."
