i5 4590 turbo question

Hello, i just got this cpu today and have a question about the turbo frequency, its stated at 3.7ghz with 3.3ghz stock, in windows 7 under full load it only turbos to 3491mhz or 3.49ghz i have every power saving option turned off, when i turn them all on it will hit 3691 mhz but as soon as i hit full load under p95 it goes to 3491mhz, is this normal? i though it would be 3.7ghz under full load. my motherboard is gigabyte GA-B85M-D2V

i thought id be getting 3.7 when gaming not 3.49

It is dependent on how many cores are in use. When only a single CPU core is in use it turbo boosts to 3.7 GHz, when two CPU cores are in use it will turbo to 3.6 GHz, and when three or four CPU cores are in use it turbo boosts to 3.5 GHz.

This is normal so don't worry. The entire system is based around regulating temperatures and power consumption and tries to adjust accordingly to prevent temperatures from becoming too high.
