Have such system:
i5 4590
r9 380 (4 gb)
8 gb RAM
2560x1080 75 Hz monitor
Have money right for rtx 2070.
Worth it to buy? I know, CPU is weak in 2019 and 8gb ram is not what modern tasks need. So, in the nearest future i'd like to upgrade platform (Mobo, CPU, RAM) but don't know exactly. So should i buy 2070 right now or it's not a good idea?

If your going to upgrade the CPU/MB/RAM in the near future then getting the 2070 now would be a good idea. Even if the 4590 holds the 2070 back a little bit it's still a massive improvement over your current R9 380.
thanks for the answer. Have another question. Would be there any difference between 2060 and 2070 with this CPU (before upgrade)?

It depends on the game but either GPU will easily handle games at that resolution. Although for less then the price of a 2060 you can grab the Vega 56 that performs close to it and this would give you more money or allow you to upgrade your CPU/MB/RAM sooner.

Can't take vega with 550 W PSU. But taking a lower range video card may be a good solution (by saving money for a future upgrade). Because I really don't know when I really will be able to upgrade other parts (1st year student without constant job🙂). And the thought that I will get (for a while) 1060 by the price of 2070 doesn't let me buy 2070. So I think about 2060/1660ti/rx 590. Which of them would you recommend to buy for 2560-1080. Which of them will be profitable to resell in 1-2 years in case if I will want more powerful GPU?

For a year or two I'd get the 1660 ti or 2060.
