i5-4670K Bios OC restricted in Win7

Hello,

I've had my i5-4670K overclocked to 4Ghz for a while. I have a Z87-A motherboard. I recently noticed that my BIOS OC is being restricted in Win7. The CPU frequency will only go up to 3.8GHz, even during stress testing and gaming, and CPU-Z is showing that the multiplier is locked to a maximum of 38x even though this is not the case in BIOS.

The only thing that changed recently is that I downloaded but DID NOT install win10.

Has anybody had a similar problem?
 
My i5-4690K and Z87 board doesn't have that issue, so I see no reason yours should. What board is it, this Asus? https://www.asus.com/us/Motherboards/Z87A/
You don't have Win Performance Plan set to power saver, do you?
How about temps? Core temps aren't exceeding max and causing throttle, are they?
 


Hello. It does not appear to be an issue with the motherboard or CPU as the overclock worked fine for months. I switched the plan to high performance but still won't let me past the 3.8 mark. The temps are also fine. About 61C at 100% load.

I feel it's a software issue maybe having to do with the win10 upgrade and thought I should ask if anybody has seen anything similar.
 
I had Win 10 on my other machine (FX-6350 @ 4.7 GHZ) and never had that issue. Even when I rolled back to Win7, all was still normal. Now I realize that isn't the same situation as you, but what I mean to say is it isn't something I've ever heard of with Win10.

Btw, you don't have turbo mode still enabled in BIOS do you?
 


Yes Turbo mode is enabled. That's how it had been since i first OC'd in early 2014.

 


OK. That may or may not be the issue, but with it enabled, it may be trying to over-volt. Most folks disable turbo mode when OC'ing. There's no need for it when OC'ing, and it will just cause problems. There are some other settings that should be disabled too for best results, but that is the main one.
 


I will disable turbo mode and check it out. Still it seems to be a software issue from within the operating system. something is trying to or has taken over control from the BIOS. It may have been like this a while. I was using AI suite and when I tried to overclock through the suite it let me do it. I'm just trying to figure out which software it is that is causing the issue as there were no problems at all with my OC a few months back.
 


Tried to uninstall the piece of shit 3 times. It's still leaving services running behind.
 


Didn't CCleaner's Registry cleaner portion fix that? You may have to run the clean and registry portions of CC more than once.
 


Ai suite 3 just doesn't want to go away. I uninstalled everything, run CCcleaner and also a cleaner file i got from the ASUS.rog site created spoecifically for removal of the suite software. I still have the full full file folder on my C drive.
 


Turns out that I had to take the bios battery out for a bit to reset everything. I can now overclokc again but I have managed to completely remove Ai suite.
