When I try to watch 4k 60 fps youtube videos in chrome or firefox my CPU usage goes to 100%, GPU isn't used at all and I get a huge number of dropped frames and really low fps (25fps).
Downloading the video (https://www.youtube.com/watch?v=fEAyDNWaCto, torrent link:http://corpincorporated.net/wp/?wpdmdl=225) onto my hard drive and playing the video with VLC player gives the same result, 100% CPU usage, no GPU usage and low fps (25fps)
My friend is able to watch the same video online and downloaded at 60fps with only 30% CPU usage and has a similar rig (but AMD GPUs, which sit at <5% usage).
1440p 60fps plays fine and uses around 55% CPU usage.
What could be causing my rig to be maxxed out on CPU and be unable to play the video properly? There seems to be a huge difference between my friend watching this at 60fps and 30% usage compared to my CPU going at 100% and hitting less then 30fps.
Any help would be greatly appreciated.

■ Tested my CPU with Intel's CPU diagnostic software which said everything Passed.
■ Testing my CPU with PassMark's CPU tests which showed good results:
