i5 4670k for Premiere Elements 12

I'm getting a GTX 660 and 8 gigs of RAM btw.

That i5 is a fairly strong cpu and chances are it will probably work fine. It might not be as fast as an i7 in terms of the actual editing, but I would guess it will run smoothly. I have an older premiere version and it runs fine, I don't see any reason why this one will not.
