i5-4670k - Overclock not running at set frequency

Hi all, I've finally got around to my first attempt at overclocking, and am having some trouble.

I've set the clock to 4.5GHz at 1.15V and everything seems stable, however the CPU is not actually running at 4.5GHz. Both Prime95 and AIDA64 will only run the CPU at exactly 4.0GHz, and during boot it peaks at exactly 4.2GHz. These speeds are across all 4 cores. Setting the multiplier to anything above 4.2GHz doesn't change the speed, it will never exceed 4.2GHz, or 4.0 on Prime or AIDA.

During overclocking all I did was change clock speed, change voltage to manual and disable Intel turbo boost. Have I missed something?

Any advice would be appreciated, thanks

go back to the bios and increase your cpu multiplier a couple of steps at a time (at stock voltage).do this until you get a system crash,then back off one step.this is your max oc at stock voltage.after that increase your multiplier until system crashes,and then increase your voltage a bit at a time until it seems stable.then comes the stress test.when overclocking,a bit at a time.
 
aldan, not sure if I really explained myself well so I'll try again.

The system seems stable, but it won't utilize the speed I am asking for. No matter what speed and voltage are entered into the UEFI, the system will only run at 4.2GHz, which it is stable at. The temperatures are acceptable too, about 65-70 degrees running Prime95.
