i5 4670k vs i7 4790 pls read !

so i got my summer money and i want to buy something for my pc
either i go with the cooler master nepton 280L liquid cooler

and today my friend offered me his i7 4790 + a 120mm liquid cooler
i'm getting either option with dirt cheap price and all i want is performace even if there's not alot of difference
pls help and sorry for my bed england 😛

What do you use your pc for?
For gaming, fast core speeds are most important and a 4670K with an overclock will be better.
OTOH if your use is for rendering or another app that can make use of many cores, then the hyperthreads of a I7 will be better.

In either case, liquid cooling is of little value.
Since you can't overclock a i7-4790, the stock cooler will do the job.

If you will overclock the 4670K, then all you need is a simple tower type air cooler.
Take the liquid cooling budget and use if for something else.

Go for the i7 and don't bother trying to overclock. Easy decision.

i already have the i5 and it doesnt oc over 4.3ghz which is air cooled by a low-end air cooler
and i use for gaming, i dont care about money all i want is fps even if the difference is 1fps i'll take it

You already have the i5? Your best use of money would be to get a better video card. Neither the i7 nor the fancy water cooler will help you much.

If your games are cpu limited, then faster single thread core speeds will help.
Such games typically are sims, strategy and mmo.

For fast action shooters, the graphics card is all important.
What is your graphics card?
What is your cooler.
How high you can oc haswell is determined by your luck in getting a good chip.
See how high you can OC keeping the vcore to a maximum of 1.3v.
If you can't get there because of temperatures in the 85c. range, then a better cooler will help.

If you do not care about money, a I7-4790K is as good as you can do with your motherboard.
For a marginal improvement, you can buy I5-6600K or I7-6700K with an overclock.
That is absolutely the best gaming cpu available today.
Likely the difference is not much worth it.

cpu vs. gpu... how to tell:
a) Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

b) Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 80%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 20% improvement in core speed might do.
