i5 4690 bad load at every game.

Hello guys ,i have a serious problem with my i5 cpu.In every game the cpu is 20 to 50% load.I saw on youtube with the same cpu and all cores are at 100%.Please help

R9 280
8gb ram
h81 mobo.

some problem in the windows shows this kind of behaviour.......try to restore it or a clean windows installation
