i5 4690(non-k) + R9 270x 4GB for ultra gaming?

hey guys im building a gaming rig for 1366x768 resolution so can this build able to play games like witcher 3 on ultra settings with 40+fps?

rig specs :-
i5 4690(non-k)
r9 270x 4GB GDDR5
8GB 1600 Mhz RAM
Corsair VS550

Currently I've r9 270x 2gb and yes at that resolution you can max. out any present game at 40+ fps.
