yes if u r comparing fx 8350 with i5 4690...then i5 4690 is better if u r not overclocking it...
But is it better if i'm recording and streaming , because i guess that the 4 more cores would help the PC , right ?
more cores means better streaming & multitasking... u need to buy a cooler also for ur fx 8350...if u ready to buy a cooler then buy fx 8350 u can overclock it also...overclocking it will give u far better performance then i5 4690...
& if u dont want to overclock dont want to buy cooler then go for i5 4690
Technically the FX8350 has 4 modules with 2 coexisting "cores" which isn't actually the same as an 8-core. As their FX-6xxx is also just 3 modules and FX-4xxx is 2 modules. Which is why INTEL is far better, since they use actual cores.

Both floating point units will combine to one 256 bit one if heavy single performance is asked.
So yeah, the fx series have 8 cores that are basically the equivalent to 4 intel cores maximum performance wise. Intels hyperthreading is nothing but increasing efficiency and workload on cores.
And amd 'core' is NOT an intel 'core'.
About the amd vs intel debate ongoing:
One module roughly equals one intel core.
Amds bulldozer cores have horrible ips and efficiency values though. Afterall, a 3.5ghz I7 is likely to beat a 4.5ghz 8350. "

Seriously, GO with the Intel, I am telling you, you will be WAY better off. (I have owned an FX-6350 @ 4.8 ghz, it was fine though.) I even recommended FX-8350 to friends, but since they cause more trouble than what is good for, I will recommend Intel. (No AMD fanboy here.)
Also, if you buy Intel you might want to buy an aftermarket cooler aswell. My 4690k with stock cooler and stock clocks gets pretty hot. (My H110i GT is in for RMA)
