i5-4690 or i7-4770 for GTX970

Hello Guys,
Now I have this config:
i5-4690
Gigabyte GA-H97-D3H
16 (2x8) GB RAM (1600 MHz)
GTX970 4GB
+512 GB SSD+HDD etc

Would I get some improvement mainly in games, if I play on only FHD resolution in case I replace the processor on i7-4770 (or 4790?) not K, as this motherboard is not an overclocking one.

Presently I play mainly Division, and most of the time it is 60 FPS (or near) but in case outer areas it is dropping between 40-50 FPS down...
Is 4690 enough to utiize GTX970 fully?

Or should I replace the VGA on 1060/1070?

What is your opinion about it?

The division should run just fine on the i5. An upgrade to a 1070 would improve performance quite a bit. An upgrade to an i7 would also work and would be beneficial for other games like ARMA that are more CPU intensive. The division does recommend an i7 and if that is your main game then it may be worth considering.

According to the recommended hardware at a game, developers recommend all the time the actual high end hardware. Of course, they do not want complaining players about performance problems...

What I am not sure, if I change the CPU, will I see/get significant improvement, or this would be just a slight improvement, what can be not recognized, maybe placebo :)
The main problem is I have a H97 mobo, so no overclocking possibility.

To replace the VGA can be a real improvement, but it costs much more than to replace the CPU :)

Yh, there will not be a big improvement if you change your CPU but there will be a big improvement if you change your GPU. As I stated above the GPU is defiantly the bottleneck. A gtx 1060 is a worthwhile upgrade as it runs as quick as and sometime quicker than a 980 so it's a good upgrade for your build.
