i5 4690 strange performance

I've had very strange issues with this cpu, I've had it for a couple of months with my gtx 980 strix. i am recieving temperatures of 100 degrees celcius in all monitoring programs like HWmonitor, i have an aftermarket cooler and know that these temperatures are false. i get low performance in games and feel like i should have much better experience.
 


Yes i receive the same temperatures from Intel XTU, just sitting on 99 degrees and on first start up i get around 70 degrees celcius.
How do i tell if the cpu is throttling under load?

100°C and 1.5 GHz indicate a serious cooling issue and throttling. If you are using the stock cooler, then make sure all pins are fully locked in place (best is to check from the back).

 
Wooo! fixed it, i was really getting temperatures of 100degrees, i hope theres no damage done.

But, i removed my aftermarket cooler and found the thermal paste not spread whatsoever (like a blob in the middle of my cpu). so i removed it and installed my stock cooler (already has thermal paste). and sure enough, im now on temps of 30degrees.
 


Thats great to hear and im happy i solved my issue. but i get temperatures of a maximum of 60degrees when gaming on my most intensive games. is this an okay temperature or am i at risk of shortening my cpu's life.
Im planning on purchasing some thermal paste and reinstalling my aftermarket cooler, this should give me the best performance possible, right?

Sorry for the late reply, my after market cooler is the Deepcool Gammaxx 400 Universal CPU Cooler.
