i5 4690k @4.2 GHz with a r9 290 getting 20-35 fps

Hi, my fps is extremely low and unstable for my pc and I don't know why. I get and avg of 35 fps but it changes very fast from 20 to 60 to 40. My cores are unpacked and I disabled intel turbo boost for the oc. I'm using bf4 64bit. I'm using windows 8 right now but I don't think upgrading to 8.1 will give me +50fps what I should have.

In Titanfall I get a consistant 60fps so I think my cpu is the problem.
My pc parts:
cpu: Intel Core i5-4690K
mobo: Gigabyte GA-Z97X-SLI
gpu: Asus R9290-DC2OC-4GD5
case: Nzxt Phantom 240
cpu cooler: Cooler Master Hyper 212 EVO
ram: G.Skill Ripjaws X F3-12800CL9D-8GBXL
psu: Silverstone Strider Essential 700W Bronze

A week ago because that's when I built this pc.
 


Titanfall doesn't take all my cpu. I know 64 player maps use alot of your cpu but 100% is just insane.

There is definitely something wrong. I've just upgraded to a 4690k @4.5 and I average over 90 fps on max settings with the 290.

I would lean towards a software related issue

54 degrees looks fine for gaming.

Are you playing on Mantle or DX? I used to have the same problem on my AMD system, but switching from Mantle to DX and back to Mantle, stabilized the fps.
 
Hey man, have you tried uninstalling and reinstalling your video drivers? This sounds like a corrupt install of drivers.

Also this is going to sound strange but disable the overclock on your cpu and try re running battlefield 4 again and see if you see an improvement.

Lastly, can you try another graphically intense game (not titanfall obviously) and see if you're experiencing the same fps drops?
