I5 4690k bottleneck

Hi let's start of with my system
mobo- asus z-97a
CPU - i5 4690k (4.4 ghz) 1.260volts
CPU cooler- noctua nh d14
CPU temps - 60° at stress test 100% usage (before the problem)
Memory - 8gb
Gpus -2 x gtx 970 g1 gaming
Powersupply - evga 1000watt platinum windows 10 original
Nzxt H440 case with 7 fans (3 intake, 4 exhaust)

I had overclocked my CPU for a while now and everything was running great.. One day my headphones were on the keyboard and it got into bios somehow. I quickly exit the bios got into gaming (bf4) and happen to experience some lag (my internet is fiber) . Got the msi afterburner running and saw the gpus were not being used to 99% as it normally does. The CPU on the other hand went all the way to 90%. I restarted my pc...reinstalled drivers, swapped my gpus around, changed my sli bridge, did several virus checks reinstalled games, after all of this nothing made a single change.. I finally restore my cpu overclock (clear CMOS) did the overclock again did the multiple stress test and still the CPU usage is high.. Then I changed my power saving mode to performance mode so that my CPU runs at 4.4ghz always.. Run some games still no luck... Finally I remove all my overclock ran it stock still no luck.. Then overclock the cpu again and not my CPU usage is about 70- high 80% Normally use to be 50-60% in bf4 and around 30% in metal gear solid 5. Now the new problem is my GPU is being used 70% and getting more hot than usual.. Normally at 100% use it gets 70° (panal closed) its now 70° at 70% use...I have no idea what is happening.. I have even seen If my cores have gone parked but it shows up just fine.. Thanks

Quite an interesting problem I have to say.
Honestly, I have no idea what's wrong.

Reset the BIOS, then try reinstalling the whole OS and if you are lucky, you get your old system back.
Make sure to run some antivirus software on the drives that are not being formatted at installation directly BEFORE you actually reinstall the system.

Thanks for responding.. Today morning I took my gpus off clear my CMOS (left the battery out for 30mins) logged in did a fresh overclock ran some aida65 test temps are way over satisfaction 60° max at 100% load (at power savings mode from power options)..then installed my gpus ran some valley benchmark 10-20fps with 2 x 970s (its better to did virgin).. Changed the power option to performance mode the fps jumped up to 120. I'm sure it's not a CPU problem as it passes all the stress test with distinction.. It has something to do with mobo..I even lowered all my in game settings to the lowest to see if it has anything to do with graphics processing bit no my fps stays the same but CPU usage is sky high... Im banging my head everwhere.
