i5 4690k CPU Stuck at 4.5 ghz Speed

Earlier I used Prime 95 to do a stress test, and when I was done after 12 hours, I stopped the test, but for some reason my computer is still at 4.5 ghz speed, even at idle. Here is a screenshot from the task manager: https://gyazo.com/934db650fa773db9607b4e688e1f8395

Have you checked with another program like hwinfo64? It may be downclocking and task manager may not be showing that. You may also want to check your bios settings, make sure eist (speed step) is still enabled. Also check under windows power plans and make sure it's set to 'balanced' and that max state is 100% and min state is 5%. If min state is stuck on 100% then the cpu won't downclock. If speed step is disabled then it won't allow the cpu to idle down the way it's supposed to.

Nevermind. I found out it was because of a game I was playing.
