I5 - 4690K Doing poorly

Good morning, i'm having an issue where i think my CPU the I5 4690K running slow and isn't performing good at all i had it installed yesterday with a fresh windows installation,
all the cores are detected My PC Specs are :
GPU : AMD 6950 RADEON
CPU : I5 4690K
RAM : 8GB
OS : Win7
MOBO : Z97 Gaming 7
PSU : 500w FSP

#1 What are you using it for. If your playing newer games then it may be the video card as the card is 5 years old. #2 Is you CPU over heating, that will throttle the CPU. We would need more information then is in your post to make a more detailed answer.
 

Of course more details will be added i just don't know where to start !
Yeah it is for gaming !
Tried it on both CSGO and Fortnite and the game is stuttring so much i get from 10 to 40 fps on very low settings
Don't think the GPU is the problem i was using it with my old AMD 3650 CPU and it works even better then now
Overheating that i was thinking most of the time, Unfortunatly i'm only using the Intel standard fan (not looking for overclocking at all)

And this one is while playing a game Named Chivalry i have a lot of stutters
 
After doing some research i finally found the solution !
i noticied that my CPU is stuck at 800 mhz and that the problem is from my MOBO .
To solve it i downloaded Throttlestop and unchecked BD PROCHOT its working like a charm now .

Really ? is it the OC switch ? isn't it for overclocking ?
