i5 4690k gets hot under small utilisation

Easily goes into 90 - 100 degrees at 30% - 40% utilisation, and I done a stress test at 100% CPU utilisation and the temps were the same except that throttling kicked in after about 30 seconds.

New PC, mobo, CPU, etc, what could the problem be?

I installed using stock cooler and the pre-applied thermal paste it comes with, but at 30% load giving me such high temperatures something must be wrong here.

Idle temps range around 40 degrees.
 
Solution
Make sure all pins are fully locked in. It's easier if you can check from the back of the motherboard.

there are 3 possible situations with your case:
1. you overclocked with the stock cooler. if so, revert to the stock settings.
2. there is something wrong with the cooler. check if the fans is actually spinning.
3. the 4690k you got is bad, and you should RMA it.

I didn't overclock.

The fans definitely spin, I can hear it get louder, I will double check the connection but I remember it was a tight fit to the CPU and not loose.

and a long thread on the intel forums on this very subject - the fact that you couldn't adjust the fans suggests one of the solutions in the intel thread - 1) un-install any mobo software the mfgr provided and 2) clear your cmos - that worked for me with my overheating issues

you can skip or skim thru the first 15 or so pages on this next one, they're mostly about de-lidding the cpu but folks seemed to focus more on other approaches, including the intel reps in the thread

So I just checked my fan and there is a slight wobble, when I installed I assure it was tight. This was my first intel CPU so I could have messed up. Going to tighten it to see if it fixes anything.

Ok it appears the issue has been fixed. The fan connection was loose, I realised that I made a mistake when putting together my PC, I thought that once the connection pins clicked I then had to rotate them again to lock in place, but it appears that that is to actually release them once already installed.

So basically, I started up my PC now and idle temps were at 32 degrees, then done a stress test at 100% and even a minute in it was still just 60 degrees and no sign of throttling (open case btw, so air flow should be even better once closed). Whereas before it went to 90 - 100 degrees in just seconds. Still, not sure how the quality of the thermal paste would be now, would you recommend using new thermal paste?
 
You're not the first one to make that mistake. Leave it alone if the temperatures are fine. You need to replace the paste if you remove the heat sink after it has been installed and it had time to cure, but yours never really was installed; therefore the paste was still there.
