i5-4690k holding @ 4.1ghz

Hey all, so I just built up my new rig, and for some reason, with no OC, OpenHardware as well as CPU-z is telling me that my processor is at 4100mhz. Which seems to be the Turbo boost clocking. Are there any specific bios settings that would have allowed me to maybe force this to stay on turbo? I ask because when I'm not gaming, I'd prefer the CPU to stay at a variable clock range so that it doesn't get too hot (although right now at 4.1 it is idling at 28*C).

speedstep and the C states in the bios

and balanced in windows power schemes all allow that

though check your cpu uaseage is under roughly 20% as something running in the background may be keeping it at

4.1ghz
Here is a screenshot of my openhardware. CPU usage is negligible it seems.

Sorry for the plethora of intel questions. I've been an AMD user all of my life and this is my first Intel rig. Just went through the BIOS and saw speedstep and C states. Gonna take me some time to get used to this new setup!
