***UPDATE*** - I set the graphics setting to the lowest possible on the game and it runs in the mid 50's. Switched back to highest settings and it goes back up to mid 70's. Does the CPU pick up the load that the GPU doesn't? I've tested all the settings and the higher the graphics settings the higher the CPU temp.

My 4690K idles around 40°C and heats up to the mid 70's when I play WoW on Ultra graphics setting and I have a Corsair H100i radiator on it (intake tube it cold output tube is hot). I got the temps from Speccy and Corsair Link. I have adjusted the fans to every setting to no avail. I built this PC so there wouldn't be any problems like this, but...
Also it only heats up when WoW is running on the display. When I alt-tab back to the desktop it cools back down to around 47-50°C. I have changed the graphics setting on Wow to Fair instead of Ultra and CPU runs about 10°C cooler in the mid 60's.
Core Voltage runs between .780-1.222V. I got these from CPU-Z.
Room temp is 21°C.
Any help would be GREATLY appreciated!

Case: Corsair Vengeance 4-4.5" fans pulling in across hard drives. Vent holes on side. 1 - 4.5 fan on back pushing out
OS: Windows 8.1 64-bit running on the Kingston SSD. WoW is on Western Digital HDD.
Cooling System: Corsair H100i 2 stock fans pulling in through radiator. (Mounted below radiator)
Power Supply: Corsair RM 650
CPU: Intel Core i5 4690K @ 3.50GHz
RAM: 16.0GB Dual-Channel DDR3 @ 801MHz (9-9-9-24)
Motherboard: ASUSTeK COMPUTER INC. SABERTOOTH Z97 MARK 1 (SOCKET 1150) 28 °C
All the little onboard fans working
GPU: 2048MB ATI AMD Radeon R9 270X 2GB-RAM runs at 60°C while gaming. Running on 47" LG TV (1920x1080@60Hz) via DVI port with HDMI Adapter. (Temps were same on 23" LG IPS Monitor via DVI)
