i5 4690k OC Cooler

So I want to OC my i5 4690k to around 4 - 4.5 GHz with great temps.
Im looking for a CPU cooler for it.... Im torn between air and water because water looks and potentially performs better but Im finding it hard to make a choice in that area. The reason Im not going for an air cooler is they don't look as good and I'm concerned with Ram hight issues and the heat sink.
The MoBo Is a Gigabyte GA Z97X UD3H
The Ram is kingston hyperX beast 8GB
Budget $90 AUD

So in the way of Aio coolers I'm limited and for the air your recommending the Noctua? So what would you recommended in both categories or just the Water Cooling for OCing my CPU?

I don't think you get enough of a choice of good water coolers for $90. So I'd recommend an air cooler eg the Noctua.
