Any safe suggestions for OCing?
Using z97m d3h from Gigabyte
Cooler: FrostFlow 240l (AIO)
I was thinking to use 1.3v on 4.5 right of the bat. Please let me know otherwise.

Dont ask for oc suggestion, every cpu is different, experiment as long as you do not exceed the maximum safe voltage, apply a voltage, apply a multiplier and test to see if it is stable, if it is then go for a step up in multiplier, if not increase a step teh voltage and test again. Every cpu is different on some you get 5 ghz on 1.27v on some you get 4.4 at 1.3v, i can only say this, experiment.

I was getting BSODs with first option. Tried 4.4. With the same voltage that should be alright right?

Either increase your voltage (watch your temperature) or lower your multiplier.
