[SOLVED] i5 6300hq laptop cpu severely under performing

hello. I have a ASUS FX502VM laptop. It's specs are i5 6300hq, gta 1060 3gb, 16gb ddr4, 256gb m.2 ssd and a 1tb ssd and i use a 1080p 144hz monitor.

Recently I've noticed that when i play any game on my laptop, the cpu jumps right up to 100% and does not boost all the way up to 3.2ghz like it is supposed to, it only goes up to 2.8. My highest temps are about 65c. I did a cpu z benchmark and found my scores to be completely pitiful compared to what other people have gotten with the same cpu.
http://valid.x86.fr/bench/hnpl8l/1 is normal: 1430 single thread and 5497 multi thread while my scores were 422 single thread and 1732 multi thread. My laptop is obviously plugged in and i have made sure that all the power settings are set to 100%. I tried installing a fresh copy of windows but that didn't solve anything. I am open to any suggestions as it's becoming very frustrating. Turbo boost is enabled in the bios and so is everything else important.

Also just found out my laptop says "plugged in not charging"
