i5 6400 High CPU usage

my CPU usage seems to be very high even when im not really doing anything, for example: when i am browsing twitter (just scrolling through my tl) my CPU usage is 30% | if anyone has any suggestions on what i should try please let me know also if anyone could tell me if it could be my mobo, its fairly old i bought it for cheap from my friends old pre built PC.

Sounds like background programs. Open task manager and see what is using CPU cycles

only things i really have open are spotify, CAM, Steam, and Google. And ive already tried getting rid of most of my BG processes

have you found a solution for the problem?

I've got the exact same problem for quiet a time now, it is always ~30%.

I also have the i5 6400 in my system and already reset my system twice to make sure there is no software problem with it.

The processor's drive may be incompatible with others components, however I attached a list of my hardware components, maybe you could figure out the similarities of our systems.
