I5 6400 limiting 1070 potential?

I have a evga 1070 and a 1440 monitor. I tend to run games at the highest settings managable to get 144+ frames with while minimizing input lag.

Would there be any noticeable differences upgrading cpu to a better i5 or i7 in terms of input lag, running higher settings, or fps?

An explanation of any noticeable improvements would be greatly appreciated.

The higher speed and stronger cores of an i5 would improve fps, and reduce the bottleneck for the video card.

Depends on the game. If you find that you're not getting the frames you want, and reducing graphical settings does not help, then a faster CPU is what you need for that particular game.

Possibly but that depends on the game/program, for the most part you shouldn't have any issues but here's a good guide to determine if the CPU is holding back the GPU.
