i5 6400 w/ RX 470

Yes that is a good combo. Though, if you see an i5-6500 for $5 more, get it. The higher clock speeds might come in handy one day.

RX 470 doesn't equal a 380X. I have it and no, its not a 380X. RX 470 is very close in performance to a 480.
