i5-650 or xeon x3440

So I have an Dell Optiplex 980 DT (middle-sized one), I want a gt 710 since tdp is 19w. will i5-650+gt 710 be good for medium gaming and editing youtube videos or should i get a xeon 3440+gt 710, i planning on getting a 305w psu (i know dell proprietary 24 pin) or should i getting new cpu, mobo, gpu and psu?
Also budget is $100

The 24 pin originated in the BTX computers, and moved to the previously 20 pin ATX PSUs. Dell used bogus pinouts on pre BTX computers. The Corsair PSU is unlikely to fit in the DT case. You will probably be returning it. I think you're looking at the wrong CPUs also. if you look at the link I provided you will see the CPUs that are being used in that system. There are separate scores for CPU, and GPU also. You can see which ones provide the most performance. The GT710 isn't much if any improvement over the built in GPUs. The chart below shows GPU rankings.

Dell optiplex don't have the proprietary 24 pin that was a long time ago. Some of the newest ones have an 8 pin, and there is a micro 24 pin on SFF. But the DT still needs Dell PSU. ATX PSUs only fit the MT cases. I would get something better than the 710. 1030 would be 100% better, and cheaper than buying the 710, and then buying it later anyway. The PSU, RAM etc. is OK laready. DT requires low Profile GPU.

i7-870 looks like the good CPU.
Put all your money in a better GPU. The BTX layout makes the 1050 series tough to install since they're 2 slots wide. GTX750 Ti low profile would be even better if you can afford it.
 

Optiplex 980 was from 2010 plus I check the PSU and it had a 24 pin connector I assume is a dell 24 pin, I already bought a corsair 450w psu and now I'm look at a i5-4590 instead of a Xeon, plus in couple of months I'll be getting a case. Plus like I said I was looking at the gt 710 because of the low tdp. But what about the gtx 750 ti? budget is down to about $50-55.

You won't be getting a case for that MB. It's the last of the BTX layout, even though it doesn't have the twisted CPU socket, the RAM, and rear I/O are classic BTX. It's a Dell Optiplex and you have to do things the way that particular Dell will accept. If you just want to throw parts at your computer then you should start from scratch and build an ATX.
