Can my pc run latest games with these specifications I mean will my weak processor effect my gaming

Yes it will limit you sadly
You wont be able to play Battlefield 1 for example.
Best thing to do would be building new system - motheboard + CPU.
You can transfer GPU,RAM,PSU.

Upgrade to an Intel Xeon X3450 which is similar to a Core i7 860. Overclock the Xeon X3450 to 4 GHz and you're good to go.
